Admins - what's your practice for important asset ownership?

Admins out there, how do you delegate ownership of important assets/libraries in your organization? I realize that with the new Admin storage features, it is easy to re-delegate access to assets from deactivated user accounts, etc. I know how to do that. The main issue we're having is with a user not wanting to be the owner of certain assets/libraries. She would like IT to create an IT-controlled account that the assets are assigned to and have us delegate access from there. What is your practice? I wonder, in most organizations, do they create a separate account to manage important libraries/assets or are they usually assigned directly to a user?
