Adobe Creative Cloud Packager hangs

I am trying to create packages to deploy in my lab.  When I try to run the Creative Cloud Packager, It just hangs like its doing something. I choose creative cloud for education and then I sign in using my Adobe ID. See screenshot below

A solution that worked for me was to create a new admin user to create the package.

It worked without any problems.

that did not resolve the issue. Its not a blank white screen.  It has the spinning lines and reads "Please wait for a moment..."
