Adobe Creative Cloud storage should be shared

Documentation says "With the updates to Adobe Creative Cloud storage, you have full control and visibility of storage across your Creative Cloud applications. The storage quotas are flexible for end users up to the amount of storage purchased by the organization."

I do not find this to be true in practice. I have five individual accounts with 100Gb each, but 500Gb that should be shared. Users are being told that they have used all of their available storage but there is plenty available in the pool. Storage Overivew says
