Adobe Deployment - Lockdown the comment / highlight tools

Hello,

I am assisting in a company project from an IT perspective.  The project team needs to lockdown the comment and highlight tools that is part of the Adobe.  Is there a way to resolve to do this? Turn off the feature so that end users will not use these tools to edit / modify a pdf document?
