I have an Adobe enterprise account through The University of Tampa but don't seem to have access to Adobe Captivate. Does that not come with the apps?

Product licenses and entitlements are provided by your IT Admins. An enterprise account in itself doesn't provide any entitlements. It may be that you have a Creative Cloud entitlement but not one for Adobe Captivate.

You'll need to check with your IT Admins and ask them to assign a Captivate license. They'll also need to provide the installer or deploy it on your computer. You won't be able to install it using the Creative Cloud desktop app.
