Is there a new location for the Adobe AIP documentation?

The link below does not work.

I'm looking for this information, because I'm confused regarding patch order.

If I have planned update "AcroRdrDCUpd1901020091"

Then Out of Cycle update "AcroRdrDCUpd1901020098"

Do I simply create a fresh AIP and patch with "AcroRdrDCUpd1901020098", assuming all patches before are included the last released patch?
