Adobe Reader DC 2018.011.20040 won't install via GPO to Windows 10 1709

Adobe Reader has a massive security flaw in it which we have been trying to patch for well over a month now.

Turns out that it will not install via GPO to computers running Windows 10 1709 but will install to Windows 10 1803; with our upgrade to 1803 not due till later in the month what is the solution to getting the new version of reader to install?

All computers show they are getting the policy for the install of 2018.011.20040 but it does not install over the old version.

We fixed Flash player, which was having similar issues, by doing a RegEdit to some keys due to a TLS 1.0 issue. Is anyone aware of a similar fix for Reader?

The GPO is fine. Clicking the .exe is not the solution. Please help me with a useful solution to my actual problem

I've further found out that it will install on version 16299.431 of Windows 10 1709 build but not 16299.492
