Adobe rep upsell - how to tell if it's legit

I scheduled a meeting with an Adobe rep who was repeatedly emailing me offering to help streamline our Teams account. We had a user cutoff from Express for 5 weeks and were desperate for help.

During that call the Adobe rep said the 40 stock images/mo is less expensive than our current plan (10 images per month). I reconfirmed I would only approve it if it was truly less expensive. He promised it was.

Sure enough getting the charges and it's more expensive, we're now billed for both 10 and 40 images now and I'm guessing when our annual invoice renews it's going to be much higher due to that 40 images/mo. What a mess. Feeling scammed by Adobe reps - anyone else getting that upsell pressure or approved a change that ended up costing more when the rep said it would save money?
