Adobe setup applications do nothing

Trying to install various programs on Windows 11 for school. I download the setup applications for the software I need, click them, and... nothing. Tried running as an administrator, restarting my computer, etc., nothing works.

I should also clarify that installations fail when I try to do it from the creative cloud app as well
