Thanks for reaching out. Adobe has transitioned enterprise tenants to a pooled storage model in which individual user quotas are treated flexibly. Users may exceed their per-user allocation as long as the organization remains within its total purchased storage. In this model, the per-user quota shown in applications or the interface serves as a soft guideline rather than a strict limit, so usage may appear to exceed 100% (for example, up to 400%) when there is sufficient unused capacity in the organization’s storage pool.
Administrators can view the overall storage status, including organizational totals, individual consumption, and top users, through the Storage tab in the Admin Console. This tab reflects pooled capacity and individual usage, including shared storage and content from inactive users.
With Enterprise Storage for Business, organizations own and control their storage. The Storage tab in the Admin Console provides visibility into overall usage, shared storage, and individual user folders (active and inactive). Administrators can search for individual user folders, view folder details, and manage content for active users. For inactive users, administrators can transfer or permanently delete content and reclaim assets via downloadable archives.

Please note that direct, unrestricted browsing of active users’ private files is not available to administrators in Adobe Storage for Business. While admins have full visibility into storage usage and control options, they cannot open private content unless it is explicitly shared.
For inactive users, such as students who have left the organization, administrators can reclaim, transfer, or delete content from the Inactive Users section.
