Adobe Update Server web config file gets deleted when doing a incremental synchronization

When running an incremental synchronization one of the first things that happen is the web.config file gets deleted from C:\inetpub\wwwroot\Updates\Adobe\ACC\services\ffc\icons folder. I know a fresh synch would delete everything but an incremental should not delete the file. Does anyone know how I can keep this file from being deleted?
