AEM 6.5 import runtime configuration error message

When i try to import the runtime configuration for an application i recently imported i get an error message stating "name and ID required. when i open the XML file i don't see anything that is incorrect. unfortunately i don't want to share the xml file.

can you help me find out what name and ID it is looking for?
