AIMEE 3.1 created install fails 1603

If anyone may know why this fails, I would find it very helpful!

Whenever I create an installation for "Adobe After Effects CS6", the newly-built package fails.

I've checked through the MSI log and at the very end is a not helpful 1603 exit code. I have also parsed through the MSI error log and found all kinds of references to .NET winsxs components and various errors which do not help in resolving the issue. There is also mention in the MSI error log about rollback being disabled.

I am at my wits-end with this. I've tried creating a serialized version and a trial version using AIMEE with no success. I've also tried with and without updates with no success. Neither installation will complete when I run:

msiexec /i <nameOfInstaller.msi> /quiet

as documented. I've also tried double-clicking on the MSI in the BUILD folder that AIMEE creates.
