All adobe product installers wont open (CCE managed membership)

So I had a snafu and corrupted a large part of my system files. I managed to reinstall most of my programs but adobe just wont work on my system. 

 

I could not run the uninstaller so I:

1. removed the app using appwiz.cpl

2. cleared the registry of adobe keys

3. deleted all the program file folders

4. ran Adobe Cloud Cleanup tool, restarted, and tried to install it again. 

5. re-downloaded the installer multiple times.

 

at this point I have no idea what I need to do to get the installer to open. All I get is a little blue loading sign from the cursor but nothing actually opens. I don't know what I did to my system but I messed adobe up good. Any help would be great!

Did you completely wipe and format your drive and reinstall your operating system?

No, I managed to recover most of the files before permanent damage was done.
