Allocating Licenses to User Groups

Is it possible to allocate unassigned licenses among each of my user groups? I want to delegate admin but I am concerned the groups will lack incentive to scrub their user lists if they can keep adding users by withdrawing from the single pool of unassigned licenses. Thanks in advance for any guidance.
