are Self Serve packages required to actually start using Adobe CC apps?

its not clear if one has to actually use a tool like Adobe Admin Console to get users started working with Adobe CC apps.

 

In Shop A - we see no Admin Console or packaging being used at all, and yet everybody is somehow setup to work, with the ability to install, upgrade, and run multiple versions of CC apps using the Adobe Creative Cloud Desktop App (sometimes known as CCDA in Adobe parlance). Shop A doesnt bother with packaging, and users are setup by simply having techs install CCDA and having the user login. Users manage what apps and versions and plugins they prefer, IT does not do this. Works fine as noted by thousands of shops all over the globe. 

 

In Shop B - for the same user base as Shop A - IT insists on using the Adobe Admin Console's "Self-Service Package" because the tech's are Windows only folks who dont understand Mac's very well. So they do they only thing that occurs to them, which is to go this "Self Serve Package" route. Is this route any more efficient, and if so, in what way? This shop is only using one plugin, which they install from their copy of CCDA (as its on Marketplace, anyone can easily download it, and Shop B is known to have licensing). 

Also, Adobe seem to want to push their customers into this "Self-Service Package" routine, as noted by their own Admin Console setup, but why bother with it if simply installing CCDA and logging in get the same job done?
