As an administrator in the enterprise how do you remove Adobe Creative Cloud apps?

In an enterprise setting as an administrator how do you remove old versions of Adobe Creative Cloud applications such as Illustrator, Photoshop, etc...?  Or do we have to rely on the end-user who has the CC license following through with the removal of the old software?
