Assigning student licence - email already exists

Sorry if this is vague.

Last year our college students too advantage of the free adobe access during lockdown.  This time around as there is no free access offer we have purchased licences to allow those students needing it to access Adobe at home.

We have an administrator assigning licences to the college email address of students that request it.  However she has a student that she can't assign a licence to because it says his college email address has already been used.  I'm guessing it was used last year.

Any ideas how we get the student licenced this time around?

Please ignore this now - I have been given access and can see the student has been licenced so just need him to access his account and apps.  He was saying he doesn't have any apps available but may just be user error.

Kindly confirm if this error is coming when adding the user to the console or assigning the license. Also, which type of account you are using like Adobe, Enterprise, or Federated IDs?
