Best way to purchase Substance Painter + Designer + Photoshop

Hi!
I'm a professional 3D artist working with games, and I'm lookign to update my expired personal licenses of Substance Painter and Designer, as well as my Photoshop license.
Do I have to buy the "Substance 3D Texturing" plan and then Photoshop sepparetly?

I've worked in multiple game studios, both AAA, AA and indie, and Photoshop is always a tool I've had at my disposal. It's a big quality of life thing, but not essential. Technically I could work without Photoshop, but the 3D texturing plan is not complete without it. So I'm not happy to see that I'd have to pay the double amount just to add a software I barely use, but sometimes need.
I don't understand why there is no plan that includes Photoshop with the Substance softwares? Or is there a better way to buy them than the way I mentioned?
