Bridge CC - Single App - Packager - Device License

We use the Creative Cloud Packager to deploy Device License packages.  Usually, we deploy the full suite, but on occasion, we deploy single app with Photoshop.

Per multiple Adobe documents, Bridge CC is included with single app deployment.  However, when packaging single app Photoshop, there appears to be no option to deploy Bridge.  How can Bridge be packaged with Photoshop for Device-based licensing on a single app install?
