Can I split apps from "Creative Cloud All Apps" product for few team members?

I had chosen Creative Cloud for teams and I have just one license for "Creative Cloud All Apps".

I want to give a permission to use Photoshop App for one user and to give another permission for another user to use After Effect app – Can I do it within this one license and how?

I was trying to use Creative Cloud Packager but when I have created package and manually try to install it I've got a failure. When I try to make a license file I've got feedback that I don't have permission to do that...

    Each user will require a license. You will need to add another license.

    If you assign a user to an All Apps plan, that will consume a license for the whole plan. It is not possible to split one license between two users.

    Creative Cloud for Teams does not use serial numbers so you would not be able to create a license file. Please refer to the following link for information regarding building a package for Creative Cloud for Teams

    So what I should do now? Buying another license is the only way? Can I change my license to be for whole team not for only one user?
