Can you transfer volume licenses within a workgroup when people leave and are replaced?

Our government workgroup has been using Photoshop CS6 for several years. As we update our OS software, we are looking to replace with Photoshop CC. One question I had from our IT people was relative to buying volume licenses and having people come and go from the workgroup. Can we "transfer" the licenses to and from different employees as they change within the unit?

They were under the impression that we could not, but that doesn't sound right considering the cost of the licenses and that employees may spend a couple of years or an entire career in the unit.

EDIT: Maybe the question should be whether or not individual licenses can be purchased (one-time fee) at all, or is the only way via subscription? If they can be purchased outright, then the original question would apply.
