Cannot download creative cloud setup file for windows desktop (it sent .dmg instead of .msi or .exe)

I reinstall windows and update

now my system is
Windows 11 Home Single Language
version  - 23H2
Build - OS 22635.3790
experience -  Windows Feature Experience Pack 1000.22700.1024.0

(I use windows insider program file)
I download creative cloud setup file from adobe but it sent file Creative_Cloud_Installer.dmg instead of windows setup file
so I cannot install creative cloud
how could I do?

I download with opera browser, and it send .dmg file
I try to use edge instead. and now I can download install file already.
