Cannot install an old version of Adobe Acrobat XI Pro due to Creative Cloud license denial

We have a users Windows PC that was running an old version of Adobe Acrobat XI Pro and also had some Creative Cloud applications installed (Photoshop, Illustrator,...). This individual no longer needs the Creative Cloud applications so we have uninstalled everything, through the control panel as well as using the CC uninstaller. However, now we cannot launch Acrobat, all we get is a License Denied error from Creative Cloud.

Any suggestions? Adobe enterprise help chat refuses to be helpful since the Acrobat volume license is "old."

Thanks, that I think at least let me remove the rest of Creative Cloud.

 

Now unfortunately it is trying to tell me I have exceeded the maximum activations for the Acrobat volume license. It also says our maximum is 2 when we have a license for 6. When I try to continue it wants to send an activation code to the account the software was purchased with and that person has not worked in our school district for 6 years... Sigh.
