CC 2015 install error

I've created a 32-bit deployment of a collection of CC 2015 apps (Dreamweaver, Illustrator, Photoshop, etc).  When attempting to install on Windows 7 64-bit the install fails and the error log created contains the text pasted below, repeated 7 times.  Why does it "assume uninstall mode" when it is actually an install?
