Return code 20 relates to a failure in applying the licence. This could be related to the prov.xml file being used or a problem with the licensing files already on the system. Check that the path to the license is accessible.

this suggests that a licence (.lic) file already on the system can’t be modified. Move the named licence file to another location and run adobe_prtk again.
