CC all software installation fail

i am having a problem to install all kind of cc application or software. i mean the installation completes perfectly but when i try to start the software it gives me an error like this :

i have a computer with intel core i3 processor and 4gb ram which runs on windows 7 ultimate with service pack 1. i think this specs are enough to handle software like:

photoshop cc 2018.

but i am having the same problem to start adobe photoshop CC 2018, adobe Illustrator CC and even with the creative cloud application.

please help me to solve this problem.
