CC Package Offline Installation Fails

I have an Adobe Enterprise account that allows me to package Adobe CC products for installation on a air-gapped network (no internet access), When I create the package using Creative Cloud Packager the package installs fine on a computer with internet access, but when I move that package to my air-gapped network the installation fails. The packager is supposed to add the license etc to the install files so that I can install it on a computer with no internet access. I have checked the PDApp.log and I see a few errors:

(FATAL) The Bootstrapper Process return code is (42). Stopping the installation process.

(ERROR) Failed to get/verify the UpdaterCore inventory base path (C:\Program Files x86\ .......\)

Has anyone had similar issues and figured out the problem?
