CC Programs will not download from CC Enterprise account

I have two Macs both are running the latest operating system. One is New with no software installed except chrome for example.

I am logged in on the older one with an enterprise account connected to a local college. It works perfectly.

I have downloaded (on the new computer)  Adobe Creative Cloud, installed it, and logged in with my schools' account. When I tried to download Photoshop software doesn’t download and I just get a waiting indicator which never changes.

Also at the top, it says "updating Adobe Creative Cloud (6%). But this does not change either.

When I go to log out of the schools' account and log back in with my account the log out the bottom is grayed out

    Hi,

    The software is waiting for this update to complete and since it is blocking the installation will never start.

    Did you just try to restart the machine to shut down all processes.

    If this does not work, try reinstalling CC desktop:

    1 - Run the Activity monitor to quit these processes

    Quits All Adobe background processes :

    Adobe CEF Help

    Adobe Creative Cloud

    Adobe IPC Broker

    Adobe Genuine Software Integrity Service

    CCLibraries

    CCXProcess

    Creative Cloud

    CoreSync

    2 Delete these folders :

    [MacHD]/Applications/Utilitaires/Adobe Application Manager

    [MacHD]/Applications/Utilitaires/Adobe Creative Cloud

    [MacHD]/Bibliothèque/Application Support/Adobe/OOBE

    [MacHD]/Bibliothèque/Application Support/Adobe/SLStore

    [MacHD]/Bibliothèque/Application Support/Adobe/SLCache

    [MacHD]/Bibliothèque/Application Support/Adobe/AAMUpdaterInventory

    [MacHD]/Bibliothèque/Application Support/Adobe/AAMUpdater

    MAC HD/Users/<user folder>/Library/Application Support/Adobe/OOBE
