CCP and Admin Console create a FrameMaker 2019 installation package that does not install the PDF Creation Add-On

When either the CCP or Admin Console are used to create a FrameMaker 2019 installation package, the PDF Creation Add-On is not installed, where Acrobat Pro has not been installed prior. This means that FrameMaker is unable to create PDFs. A work around is to use the ExceptionDeployer.exe to manually deploy the PDF Creation Add-On or, of course, have Acrobat Pro installed.

Packages created with CCP for FrameMaker 2017 did not have this problem.
