CCP Enterprise Package Fails, Scripts Running Hang and then Quits without Install

I've seen a lot of unanswered questions in this forum. That is disappointing. My question is similar to some other's and they all have no answers.

I have a tech trying to install the package but she says she gets Scripts Running for a long time (hang) and then it quits and nothing is installed.
