Changing Named user to Device Adobe CC for teams

Question

The user got by mistake a named user package installed of Adobe CC for teams. The user should have a device package. The system administrator have removed the named user installation using Adobe clean up tools for CC and when the correct device package is installing “gathering required information” the scale goes half and then reverse.   What could be wrong?

However you can also install Applications using creative cloud desktop application from following link https://creative.adobe.com/products/creative-cloud ‌ and then activate the product using serialization file.
