Combining files- DSS files

Hi, 

I am having a hard time combining restricted files. Some files are okay because it is a Microsoft word document, but the other forms are protected. I tried to screenshot the document, and it came out blurry and not readable. Please help. I downloaded this to finish this document.

If a PDF is protected (shows "SECURE" in the title) Acrobat is designed to stop you combining these in a normal PDF. What security should the result have? It just can't be done. But Acrobat can save them as a "portfolio" - look at the options in combining.
