Creative Cloud for Teams Device license - not picking up license

I've recently been attempting to install a Creative Cloud for Teams Device licence on a pc running Windows 10. The problem I am running into is that it isn't picking up a licence from the device license pool and the creative cloud applicaiton manager on the windows 10 pc is only offering trial versions and not the licensed versions of the software.

In talking to our software procurement team they discovered that there weren't any device licences available and they consequently deactivated some installs that shouldn't have been.activated. This didn't make any difference even though there were licences showing as available in the device licence pool.

Our software procurement team also generated a license package using the instructions found at Creative Adobe Creative Cloud license package​ which I've run but has made no difference. When I run the adobeserialization application I don't get any indication that the package has run at all, no dialogue windows, no progress bars etc, so I have no idea the adobeserlizer app has run correctly or not.

I have two questions:

1. How can I tell if the adobeserializer has run correctly?

2. Does anyone have any suggestions as to why the device licence isn't being picked up?

Any help will be appreciated.

I've had this problem twice now. Both times it has been solved by the software procurement team generating a new installer package. I had also run the creative cloud clean up tool prior to using the new installer but I suspect this may not be necessary.
