Creative Cloud Install fails with error 1603

I have been trying to install Creative Cloud (Package Created through Package Manager) and it stops with error 1603.

I have tried to create new different packages (both 32 and 64bit) but same error.

I've been trying to install to many different machines (W10 and W8.1) but same error occurs.

I have tried solutions on article Error 1603: A fatal error occurred during Adobe Creative Suite installation

also tried Creative Cloud Cleaning tool. We are using PDQ Deploy but I have also tried installing manually from .msi file and also from setup.exe file. Same result.

I've been trying to scroll through log files but cannot find a solution. I see a lot of ppl have this issue but no real solution is provided as far as I can tell.

Below log file pastes also, could it be that Microsoft Word is causing the issues? Though I have tried installation on machines without office also with same error:
