"Creative Cloud is needed to resolve this problem..." error message when launching InCopy, InDesign, and Dreamweaver CC 2015

I am creating installation packages for the 2015 release of creative cloud and have run into issues with InCopy, InDesign, and Dreamweaver.  All the other 2015 CC products will launch successfully except for these 3.  I get the error message below each time I launch the application and am able to continue using after I click on "Quit", but the message is persistent.

I am using the latest version of CC Packager (1.9.2, Build 53) and build individual packages for each product with the CC Desktop application disabled.  I deploy them to a Windows 7 environment using group policy.  I found the workaround to manually rename the "Adobe Desktop Common" folder but this isn't really ideal in an environment with a hundred machines.

Please advise with a fix.
