Creative Cloud Packager Error code A12E1 on launch

I have tried all the solutions on this page:

A12E1 error installing Creative Cloud products | CC

Also tried running CCPLauncher.exe as admin with Endpoint disabled. No luck.

I am running Windows 7 SP1 32-bit.

Any thoughts?
