CreativeCloud Packager with Enterprsie Subscription - Deploy apps with more than 1 language preinstalled

Hello!

We need to be able to deploy Adobe CC apps (i.e. Photoshop) with 2 laguages preinstalled so the user can choose between English and Russian in Prefences->Interface menu. Is there a way to create that kinda package with Adobe CreativeCloud Packager?

Right now I have made 1 package with English Photoshop, and when I launch and login to CreativeCloud App and choose Russian, it installs something over an existing Installation and then I can choose between 2 languages in Prefences->Interface.
