Question

I haven't been able to get in touch with someone to submit a request for bulk upload. How do you go about this? The customer service is almost non existant since i can never get in contact with someone.

Do you need to add users? You should be able to do it yourself using the Admin Console. https://helpx.adobe.com/enterprise/using/bulk-upload-users.html

Is there some specific usecase or situation that required Adobe Support. If you can prove some more details, we ca try and help here. To open a support case, you can go to Admin Console > Support tab and open a case.
