Customizations to Quick Tools in Acrobat DC aren't sticking (appearing) despite reg settings coming through.

Trying to create an enterprise deployment of Acrobat DC. Using the Customization tool I created an MST that included reg settings that held all of the shortcuts that I added to the Quick Tools (not to TOOLS, but to Quick Tools). Those reg settings are coming through when I run setup.exe on a clean machine, telling me that the .mst is being pulled properly, but the icons are not appearing in the Quick Tools toolbar.
