Default install language in Creative Cloud is not working to install After Effects in other language

Question

I removed all Creative Cloud Apps.I removed Creative Cloud.Downloaded Creative Cloud and installed it again.Installed After Effects with my idiom (Portuguese Brazil).After Effects Opened in English.I removed After Effects (no other adobe program is installed).Installed again. Same problem.My windows machine is in Portuguese. So, I don't know why After Effects is only being installed in English.Years and Years and adobe still can't put a change language option inside their software. Even Windows can do this on the fly.

click contact us (= cryptic icon in the lower right)

in the chat field, type AGENT
be patient, it can take quite a while to reach a human

uninstall your current app that's using an incorrect language. then follow these instructions to install with the correct language: https://helpx.adobe.com/creative-cloud/kb/change-installed-language.html
