deploying standard.joboptions file

I need to deploy a standard.joboptions file to change a settings for apdf printer prefrences change. What is the best way to do this? Is a simple copy and replace? If so where should I do this?

I tried replacing the file in Windows 7 from c:\users\public\documents\adobe pdf\settings but my change doesn't take. Any help would be welcome. Thanks in advance
