Deployment failing with 'Failed to get value for conflicting processes'

Hi all. I've been struggling a bit of late with deployments I've built using the Admin console when deploying on Windows. I've been using the same method successfully for a long time, which is to install deployments using a service which runs as the SYSTEM user, to install the .msi from the deployment build, using the /quiet switch. Up until recently, this method was working fine. I'm not sure of what the cause is, but at some point it seems that somehow the Windows installation gets corrupted somehow, after which I can no longer install Adobe deployments, either using msiexec.exe or using the setup.exe from the deployment - either through the service or manually. Once in this state, no matter what I do, the .msi install always hangs, leaving a hung msiexec.exe and setup.dat. There are no errors in the .msi log file, it just ends at these lines;

If I try installing using the setup.exe, the PDApp.log shows this error;

I can't seem to find any information on 'Operation failed 8 and errorCode 127'.

I've tried clearing files from %TEMP%, using the built in cleanmgr, removing all Adobe apps and cleaning with the Adobe Creative Cloud cleaning app to remove everything. I've tried checking for and clearing of registry keys of in progress installs (none were found), checking for the 'inprogressinstallinfo.ipi' file (not found). I've tried unregistering and re-registering the Windows installer app. I've tried re-creating the deployment. I've tried moving the deployment from a network location to a local one. None of these fixed the issue. I resorted to reformatting and reinstalling Windows. This worked, until one of the installs failed, as I was using the setup.exe instead of the .msi (I had changed it in trying to resolve the issue before the reformat but forgot to change it back to the msi method). Once it failed, everything was back to the failure state again, and nothing would install anymore. I would love to find the true cause of the issue and a fix, as it won't be practical to reformat and re-install Windows on all our workstations and render nodes. Any help would be greatly appreciated.

 

Windows version is version 22H2 (OS Build 19045.2251).
