Device License Re-activation

Hello,

We have Enterprise Device-based Licensing.  If a machine uses a license and I de-activate it, they can continue to open and use the application.  Is this the right behavior?  I'd like it if it'd re-license itself upon launching without having to deploy the Serialization.exe

Any thoughts on this?  How are others handling this?
