Dispensa de licitação - Especialização em Governo

Olá

Estamos realizando uma dispensa de licitação para renovação de softwares da Adobe (VIP).

Uma empresa LTDA questionou sobre a participação de MEs e EIRELLIs, pois somente revendas Adobe com Especialização em Governo poderiam fornecer a órgãos governamentais, e numa dispensa de licitação, LTDAs não podem participar dependendo do valor.

Esta informação é verídica? Alguém sabe confirmar? Pois a empresa não enviou nada oficial da Adobe.
