Do we have to pay for the program for all our users?

If I make a program payment with only one Adobe account and add other user accounts to the user group, can other accounts use the program?

Or is admin just a management page, do I have to pay for the program for every account with all users?

you need a license/subscription for user unless you have device subscription (like a school's computer lab might have).  ie 10 users, 10 licenses/subscriptions are needed.
