Error code 403 while trying to download Illustrator/Photoshop - brand new macOS M1

Title says it all. I have already followed the steps in the post here (which has frustratingly been locked): https://community.adobe.com/t5/download-install-discussions/error-code-403-while-trying-to-download-photoshop-macos/m-p/10792383#M12754

I have followed those steps numerous times, but this does not solve the issue. I keep getting the same error. I have tried everything. I cannot contact Adobe support because they point me to "the designated IT person at my organization" which is a 5000+ employee university and it is impossible to find who that person might be (believe me, I have tried). Who can help out? I need Illustrator/Photoshop.
