I found another post with a similar issue, but when I tried to respond to that for more assistance my post was removed, so i'm assuming that means it needs to be a new topic?

 

One of my team members is trying to get their account created. I gave them access to creative cloud, they go to sign in, get the error in the subject line. I have them sign in on adobe.com, same error. I remove their email from my teams page and try having them sign up for a new account fresh. Same error.

 

There is no error code or further useful information on the page, just that single string of worthless text, not describing what the error is at all.

It seems you have removed the user from the Admin Console. If you haven't already, you should add the user back to the Admin Console. But also you would need to add the user to a product that your team has purchased. And that user should get an email invite with instructions they need to follow.
