Flash Pro Installation Failure

I am building packages for the different applications using the Creative Cloud Packager, and am having the folloowing problem when installing Flash Professional.  These results are from a VM running Win 7 x64 (installing the 32-bit packages of CC software) with Acrobat XI already installed.  I can install the other programs without any issue, only Flash Pro gives this error.  I have redownloaded the package with the same result.  I have also allowed the installer to completely recreate the C:\Program Files (x86)\Common Files\Adobe\OOBE\PDApp directory.

I also get a corresponding:

Also, if I manually run the C:\Program Files (x86)\Common Files\Adobe\OOBE\PDApp\DECore\Setup.exe and manually specify the xml file, I get the result below:
