I would like to inform you that there is no option available as such for Freezing payment. The invoice is generated for Total number licenses purchased and irrespective of the status of the licenses if in use or unused.
If you do wish to keep the license(s), you may Cancel the license and refer to : https://helpx.adobe.com/manage-account/using/cancel-subscription.html
If you wish to cancel a teams subscription, please click on "Contact Us" option mentioned in the above help article next to the heading "Cancel a teams plan".
